Australian Ambassador to Timor Leste

Caitlin has been Australia’s Ambassador to Timor-Leste since December 2023, having served as Chargé d’Affaires to Timor-Leste from May 2023.

Immediately prior to this, she was First Assistant Secretary, Development Effectiveness and Enabling Division at the Department of Foreign Affairs and Trade (DFAT).

Caitlin joined DFAT in 2013, working on Australia’s Presidency of the G20 through to end 2014, ahead of postings as Deputy Head of Mission and Deputy Permanent Representative, Australian Mission to the United Nations in New York (2015-2017) and Deputy Head of Mission and Deputy High Commissioner for Australia to Papua New Guinea (2018 – 2021). Caitlin has also been a Branch Head in DFAT’s Humanitarian Division (June 2021 – October 2022) and led a Pacific COVID-19 Taskforce in DFAT for two months (May – June 2021).

Prior to DFAT, Caitlin worked in a range of policy and program roles in AusAID from 1997 to 2013 and was promoted to Assistant Secretary in January 2012. She commenced her APS career as a Graduate in the Department of Defence in 1993.

Caitlin has extensive experience in Pacific, development, foreign policy and multilateral issues. She also has a strong track record in diplomatic representation for Australia. In addition to her two Deputy Head of Mission postings, Caitlin has also had postings as Counsellor (Development) at the Australian Delegation to the OECD in Paris and alternate Permanent Representative to the World Food Programme Board (2008-2011); as Law and Justice Adviser for the Regional Assistance Mission to the Solomon Islands (RAMSI) (2003-2005); and as Second Secretary (Development), Port Moresby (1999-2002).

Caitlin holds a Masters in International Development, a Bachelor of Business-Management, and a Bachelor of Arts
